Project objectives

Our primary objective is to build capacity in 6 carbon intensive regions in 6 countries in the CEE for holistic regional Energy and Climate Action Plans (ECAPs) aligned with NCEP national targets supporting the Green Deal, and will involve marginalized and vulnerable groups, especially energy-poor households. A second objective is to assist municipalities to formulate, fund, and implement their ECAPs aligned with regional ones. At both levels, extensive capacity building will be extended to assist with building ECAPs.

Activities

  1. Mapping of stakeholders and transition stage in each region.
  2. Increase the capacity of regional authorities to create and implement regional ECAPs.
  3. Increase the capacity of regional public sector actors to include just transition concepts in energy planning activities.
  4. Inclusive engagement with key stakeholders.
  5. Advocate for National/Regional Energy Policy Changes in partner countries.
  6. Support local/regional actors in promoting just transition and the interests of marginalized groups at the national level.
  7. Develop capacity of local/regional actors to communicate with external actors (such as political parties) to increase social and political support for just energy transition.
  8. Promote sustainability of participatory policy models and planning instruments.
  9. Advocate for CEE regional transition interests at the EU level.
  10. Increase the capacity in obtaining conventional financing for ECAP planning and just transition within each of the 6 selected regions.
  11. Introduce innovative financing sources for just transition within CEESEU-DIGIT partner regions.
  12. Explore alternative financing sources from outside of the targeted regions and plan for sustainability of just transition investments.
  13. Strengthen the CEESEN.
  14. CEE Best Practices for incorporating vulnerable groups into active support of municipal just transition planning and implementation.

  1. Stakeholder Maps for 6 partner regions.
  2. Trainings conducted for public and private sector.
  3. Synthesis Report on six intergovernmental dialogue and consultations with key stakeholders.
  4. Six Integrated and Just regional ECAPs are underway – connected to NECPs and reflecting stakeholder priorities.
