About the remigration pilot project in Latvia

The project “Regional Remigration Coordinator” implemented by the Ministry of Smart Administration and Regional Development (VARAM) and planning regions is being implemented based on the competence of the VARAM and planning regions set out in the Diaspora Law, as well as in accordance with the tasks set out in the Government Action Plan in 2019, which envisages helping compatriots return to Latvia by continuing to implement the remigration programme and introducing it as a permanent programme. Its aim is to support measures for the political and civic participation and involvement of compatriots living abroad in the economic and cultural life, education and science of Latvia, to support Latvian families living abroad who are considering returning to Latvia, to ensure closer ties with Latvia and to promote a targeted state support policy for the implementation of return.

In order to initiate targeted work to promote remigration, in 2018 the Ministry of of Smart Administration and Regional Development (VARAM) established a network of five regional remigration coordinators, providing one regional coordinator in each planning region, including the Vidzeme Planning Region.

Coordinators help those who have left to return home, and municipalities – to regain their residents. Everyone interested has the opportunity to receive free consultation from a regional coordinator on issues relevant to them, related to returning to Latvia in a specific region. The coordinator is also a support person who helps compatriots abroad to remotely assess the advantages of a well-considered decision, as well as prepare for a successful return to Latvia.

Each remigrant has individual needs and circumstances that must be taken into account, thus, during the communication, all questions of interest are identified, to which the coordinator in Latvia helps find answers, if necessary, also cooperating with local government and state institutions.
